AMD HD4800 series did a good job and it is said that AMD is preparing new RV770XT high clock version to against GTX 280.
As its clock will be higher than HD 4870, so it possible comes with the water cooler. Of course the R700 will also come in this year later, so AMD havent sure to launch it or not. Or AMD will open the overclock permission for the manufactures.
